I have created a Vector Tile Package in ArcGIS Pro 3.5 (Central Pennsylvania) with street level detail. When I include the VTPK in a Mobile Map Package. A few roads do not display properly. Some parts of a single road record are visible, but parts of it are missing.

This image is of the same area once the VTPK has been included (as a basemap) in a MMPK. I have moved the MMPK to another machine running ArcGIS Pro 3.7 and see the same results.

Two items to note:
1. Most of this line has a municipal boundary coincident with it. But that line is NOT under the "Indian Springs Dr" which is also missing parts.
2. The original source had many fragmented multi-part lines in this area. But the major roads in this area were deleted and re-created some time ago.
Finally, I have been making MMPK with a VTPK for this area for some time. I have python scripts for both the VTPK creation and the MMPK creation. I've been doing this since ArcGIS 2.x...3.1, 3.2... This is the first time I have seen this.
