Starting with ArcGIS Enterprise 11.0 it is possible to pull the ECP file directly from Enterprise (for Kubernetes):

If this is Kubernetes exclusive, coordinate with the Enterprise team to make it available.

Please implement the Enterprise Export functionality by default in the tools.
and only use ecp/keycode files as fallback.
