How do I access the COGO Reader in ArcGIS Pro 3.6.4

If you follow the below steps, you can setup a layer that is parcel fabric enabled. After that, the COGO reader will be available in the ribbon. I did this to solely have access to the COGO reader and not use parcel fabric at all. I just wanted to copy and paste the lines it created to our normal layers instead of drawing them in manually.

Is it a requirement to be implementing the Parcel Fabric if you want to use COGO Reader?
