ArcReader - No Layers in TOC, can see figure

Question

As the title suggests,

When I open the PMF document the figure appears but there are no layers displayed in the TOC.

Also when I create a pmf from an mxd which includes CAD data, the CAD data doesn't display.

Did you ever figure this one out? I'm having the same problem... Thanks. As the title suggests,
