Enable COGO Tool Doesn't Enable COGO

Question

Hello,

We're trying to enable COGO for a feature class so we can view the bearing and distances of each line in a stormwater pipe feature class. Running the Enable COGO tool adds the new fields but doesn't actually enable COGO.

I'm using ArcGIS Pro 3.4.0, for reference. I did check this support article for the Enable COGO tool for 3.4.0.

Here is a screenshot after I tried enabling COGO again. This shows warnings that the COGO fields exist already:

When I check the feature class properties though, COGO is not shown as enabled:

Because COGO Enabled is shown as "No", I cannot disable or calculate COGO for my lines.

Not even refreshing the GDB connection fixed it, but closing and opening the project resolved the issue.
