Anonymous Access Disabled and Public Shared Item Pages

We have an application hosted on Portal that is shared with the public.  Following recommended best practices, we have disabled anonymous access to Portal.

When the public clicks "Details" link from the layer list, it takes them to the layer's Item Page on Portal.  But then the user is met with the sign-in page.

Is there a way to disable anonymous access, but also make publicly-shared content's item pages available without signing in?

No, it's a one or the other option. Here's a note from the documentation "When it is disabled, anonymous users cannot access any page or resource in your portal without being prompted for credentials."

If you have it, you could use ArcGIS Online to share content publicly instead (adding content as an item).
