Add ability to Invert Spatial Relationship in Filter by Extent tool in Data Pipelines

The Filter by Extent tool is only capable of including features that fall within an extent. There needs to be a way to select features within an extent and return everything except the selected features. A simple Invert Spatial Relationship option would be nice.
