Why are selectors only available in headers and sidebars?

I'm curious why selectors are relegated to being included in only sidebars and headers, rather than placeable as any other widget is. Anyone have any insight or thoughts?

Good question and I don't have a good answer. I would suggest making an ArcGIS Idea for this enhancement.
