So the short answer is no. There is a related enhancement idea ENH-000163176 - Ability to enable/disable 3D stealth mouse in ArcGIS Pro 3.x" where in this instance the user has two mice - one for a Stereo Plotter and one for ArcGIS Pro. In the Stereo Plotter software, the user can enable/disable mice to respond (or not respond) to mousing operations.In the ArcGIS Pro Options->Editing tab, under Productivity, there is a checkbox for "Touch screen input for new features" but it does not turn off the mouse as an input option.
