Make feature layer files available in web maps that are used in StoryMaps not accessible via ArcGIS Online

Is it possible to make feature layers in a public StoryMap not accessible to others in ArcGIS Online/Pro? I have the box checked in the layer settings to not allow the layers to be exported, but users can still find them in the content search and run basic analysis on it as a virtual layer. If I make the feature layers private to my organization, users are prompted to sign in when viewing the StoryMap or web map even though those are both set to public.

Yes, it is. You can read about it here: How To: Limit Access to Secured Hosted Services or Map Services in ArcGIS Online for Public-facing webapplications. In short, you need to make your feature layer private, then register it again through it's URL, store the credentials when registering it, and limit it's usage through the settings page. Then replace the layer in your Story Map with this new layer.
