local PC processor load when zooming FL

Question

Is it possible to partially unload the local computer's processor when loading a feature
layer and especially when zooming in and zooming out?
We are in the process of migrating from ArcGIS Portal 10.9.1 to 11.3.
When zooming in on the same map on 10.9.1, the local computer's processor is significantly
less loaded than when zooming in on Portal 11.3.
on 10.9.1 - 20-30%
on 11.3 - 80-90%

my pc:
CPU i7-6700, 3.4 GHz (x8)
RAM 16GB
I zoom in on the city area.
It is the same on other computers, and my colleague, who has an even older computer,
cannot load the application.
The question is, can the servers be set up to take over some of the rendering?
Why is there such a difference in the local computer processor load when working
with portal 10.9.1 and 11.3?

Hey @Sunnny

When this is happening, are you scrolling a very large distance outward? I notice that when scrolling locally, around city distance, I see around 30%-50% CPU usage, but when scrolling outward to continent size, my CPU will temporarily hit the 80% to 90% range, before dropping sharply.

I was curious if you could post your hardware specifications on the machine? Along with that, does every computer attempted have this same issue?
