How do I display attribute data by hovering over a point in a Point Layer? Brilliant function in previous versions, but fail to locate in in ArcGIS PRO!!

I believe that you're referencing ArcMap when you speak about the hover, ArcGIS Pro seemingly does not have this feature, and you would need to configure pop-ups to replicate, which would require a click onto the point feature. If there is an attribute that you would like to see quickly, you can also create a label for the point.

It sounds like you're looking for MapTips. To enable these for a layer, open the layer's properties and select the "Display" tab. There you can check on Show MapTips and configure the display field or expression to show when hovering over a feature.
