Provide the functionality in the UI to export web map as JSON from Item Detail's Page of the web map in Portal for ArcGIS/ArcGIS Online. Once the JSON is exported, the users can modify JSON as per their requirement.
You can do it with the sdk - check SaveAsWebMapFile
It is easy to create a new button that will do it.
