Configure UN Layers udms

Hello, what could be the reason that Configure UN Layers tool from udms toolbox ignores me and after a successfull run gives me nothing back? It is supposed to modify popups with corresponding Utility Network rules.

Fixed! After multiple not successfull atempts I tried checking not only Rule, but also Category pop-up and it somehow made things happen.
