Datastore loses sharing and feature access settings after 1st sync post upgrade

Question

After upgrade from Enterprise 11.1 to Enterprise 11.4 (and at previous upgrade 10.8 to 11.1) the 1st datastore sync post upgrade removes the public and organization sharing settings on features in datastore. Also, the feature access capabilities are wiped out and set to Create, Query. Anyone else experience this or know of a way to avoid this?

Have you accessed the Datastore server and attempted to use the describedatastore.bat to see if anything is strange? I'm curious if it has swapped over to a different mode that prevents these options from being used. I'd ensure it's in READWRITE and that the relational and tile cache are appearing with the correct version.
