Non-federated services possible in ArcGIS enterprise for Kubernetes or not?

Can someone clarify if in ArcGIS Enterprise for Kubernetes I can have ArcGIS server services that are non-federated, or I need to federate all services with the ArcGIS Portal pod(s)? I'm not talking about other services running on e.g. ArcGIS Enterprise for Windows/Linux outside of the kubernetes cluster but specifically about services that are in the kubernetes cluster.

In a Kubernetes environment, there's no equivalent to a standalone ArcGIS Server. One reason for that is that there's no separate authorization mechanism for accessing the services besides the sharing settings in the portal.

Could you say a little more about the use case for containerized ArcGIS services separate from an ArcGIS Enterprise portal? It might be possible to achieve what you're looking for with a different strategy.
