Hi, I tried create pop-ups from wms layer https://dmvs.cuzk.gov.cz/api/wms/dtm_ti_ver , but in right is button for configure pop-up not showing. Layer support GetFeatureInfo query.
Can someone help me?

I don't believe you can enable & configure popups on tiled layers if that is what it is.
I have connecting to wms service https://ags.cuzk.cz/arcgis/services/RUIAN/MapServer/WMSServer?request=GetCapabilities&service=WMS too, and there is all OK.
The documentation includes the following:
"If the option to enable pop-ups is not available for the WMS layer, you may need to add the layer to the map again or re-create the WMS item. Some WMS layers do not support pop-ups"
It may be that your WMS doesn't support pop-ups perhaps?
