GP doesn't work but model builder in arc pro does

I have created a model that performs a merge, uses the IDW tool, performs a raster calculation, and takes parameters. It works in pro but does not work when used in an app.

Are there any particular issues with these tools that prevent them from work as a geoprocessing tool.

I have point layers that take input from the user. I merge them together (I did this because I was not able to iterate through the points with a parameter). The IDW tool runs. Then I perform a calculation. This works in model builder or if I click open on the tool in the catalog pane. Any idea what I should do to get it to work in an app? It says duplicate inputs in the pop up, but there are no duplicates.

I have created several models to try to fix the issue and exported the raster data to see if I can suss out any sort of fix.

The models work. They will not work as a geoprocessing tool in an app. It's like esri doesn't want to accept my data. 

 

I have tried different snaps and masks. I have used .tiff and esri formats. What is blocking this tool from using my data? I've spent a lot of time on this and have only traded some errors for others. I am getting nothing out of the esri documentation. 

Please help.
