I'm new to ArcGIS and my question is related to label. Our home page has a map in the background and I believed that are other map layers. I was asked to add a date label on top on it. How can I do that? and is there an example?

I think the section which you need right now reads:
Graphic text can also be stored in a graphics layer in a map. Unlike layout text, these elements are stored in geographic space. These text elements provide a way to annotate a map without the need for a geodatabase.
