I am using the rectangle text box in ArcGIS Pro. 3.3.1 I am trying to align the text in the box using the 'position' dropdown under 'text symbol'. The option for this is disabled:

How can I vertically align text in a text box?

This is for horizontal alignment, which is active. I am reporting an issue with vertical alignment. This solution does not address the issue.
With the rectangle text box selected --> click the Text tab
Click Center in the Text Symbol Group.
