I want to set up the solution in a way that all requests go to a specific email – somebody from public works who doesn’t have GIS experience or an online account.

This is certainly possible Mariyana.  I might suggest you look at ArcGIS Connectors for Power Automate and setting up a connector that listens for new reports, or changes in existing reports, and sends emails to appropriate staff.
