ArcGIS Sites hosted download

My organization only has access to ArcGIS Sites and not Hub but I would like to enable anonymous public hosted download of my services. I have tested it out using ArcGIS Hub in AGOL and it works however I can't seem to enable it using Sites.

Is it possible? And if yes, how?
