Labels disappear if edited at all

Question

I'm using Enterprise 10.9.1. We received a report about our public IMS that labels weren't showing for our zoning map image layer. We republished the layer and labels reappeared 👏 However, if I try to edit any attribute of the labels (visible range, font size, etc.) the labels disappear and can't be recovered.

Eventually figured this out. It had something to do with the way the map was built. It had originally been build and configured in Pro and then exported to Enterprise. The problem was fixed when a different version of the layer that had no labels was used. Generating the labels exclusively in Enterprise caused no issues.
