Is ArcGIS online free for personal use? if it is, does it have the same resources or not?

Hi Sana, 

ArcGIS public account is a free account designed for personal, non-commercial use. It allows you to create, store, and manage basic maps, scenes, layers, apps, and other geospatial content. However it does come with a list of limitations:

• Perform analysis in Map Viewer
• Publish hosted layers
• Access or subscribe to premium content
• Join, share with, and collaborate with groups owned by organizational accounts
• Create apps with ArcGIS Experience Builder or ArcGIS Dashboards
• Use ArcGIS Online add-on applications, app bundles, usertype extensions, or organizational extensions
• Use ArcGIS location services
• Use embed blocks in ArcGIS StoryMaps
