Basemaps fail to draw

Hello

Now for over a month I am facing this issue. Basemaps fail to draw in ArcGIS Pro. The problem seems to be only with vector tiles. The raster basemaps like Imagery or even Hillshade part of the Topogrpahic basemap appear fine (attached). Then suddenly they start working and then again same disappearing act.

I am using the latest version of Pro 3.2. Never saw this happen before. Any clues why this is happening?

This behaviour has no pattern. Sometimes basemaps work fine and sometimes it stays on "Updating basemap layer" for several minutes and then fails. I observed that this issue never occurred when I use a VPN. So it is something to do with our internet connection. Not sure why it would block esri basemaps! Try using a VPN and see if it works better.

Did you ever find a solution to this? Am dealing with this now, no imagery/raster basemaps will load for me. I tried exporting a layout from arcgis online to finish in pro, but that basemap also won't load.
