Hello. Any devs or enterprise admins learned the storage location(s) in the EntGDB for contingent values?

Can you make a change to a contingent value, then see what SQL statement gets sent to the DB, by looking at the ArcGIS Diagnostic Monitor or get your DBA to do a SQL trace?
If it were Oracle, I’d assume it would be stored in the SDE.GDB_ITEMS table. Does SQL Server have the same table?
You might get an answer if you posted in the Data Management —> Geodatabase community.
