When I save a map with the EPA data, OA/WalkabilityIndex (MapServer) there is no legend.
When I open the data into a new map the legend shows.

If I sign in to ArcGIS Online and save a map with the data, the legend does not show. https://swmpc.maps.arcgis.com/home/webmap/viewer.html?webmap=25059f4725e94c589ea6c6cc8b6700b8
Does anyone know why?
I was contacted by ESRI customer care who answered the question. I had not expanded the layer to check visibility box for the different themes. Problem solved.
