I am experiencing numerous issues with multiple programs, and I would like to reinstall Windows. As regarding ArcGIS and licensing, are there certain steps that I need to perform before and after reinsalling Windows to reinstall ArcGIS?

please be sure to deauthorize ArcGIS licenses before you set up Windows newly.
The webhelp:
ArcGIS 10.3 Authorizing ArcGIS single-use products and features—Help | ArcGIS for Desktop under the section "Terminating authorization" the workflow didn´t change so you should see the same buttons in ArcGIS 10.2.x...
After re-installing Windows please just go ahead with authorizing ArcGIS again.
