I found the following Story Map (The World's 10 Largest Refugee Camps ) and it's almost exactly what I want to do, which is to pin a map so users can always click a point on the map, and then it would take you to a detailed section. How can I pint a map at the top such as this? I can't find any settings to do it.

That map is a custom creation. There is no template for making a map like that. It is similar to the Abandon Islands map which someone else had a question about. See ressinger-esristaff's answer here:
