convert vba tool to add-in for 10.8 compatibility

i got one tool from codesharing site of ArcGIS and is given below

this tool created using vba and my ArcGIS version is 10.8 . i am unable load this tool as vba support is not available for 10.8 version. creator of this tool is not responding when i contacted. could any convert this tool as Add-in tool so that i can be used in 10.8 version. please help me.
