Yes, we're working on an ArcGIS Monitor 2023.3.1 patch and expect to have it ready by the end of Jan.

I see in several other posts that there is a 2023.3.1 patch being worked to resolve the database connection issue. Is there any information on when this will be released?

Are you still looking at a mid-December release for ArcGIS Monitor 2023.3? I have not seen any mention of it anywhere else.
