Rename Collapse Hydro Polygon tool as Collapse Polygon to Centerline

The Collapse Hydro Polygon tool [should be] named Collapse Polygon to Centerline or just Polygon To Centerline. Especially since it works for both hydro and road polygons.

Geoprocessing tools are not renamed once released. Additionally, this tool is implemented with hydro workflows in mind. It may work for other cases, but ideally a separate tool should be created for non-hydro cases.
