Create Dimensions with ArcGIS Pro SDK for .net

I have simple polygons in thousands. The purpose is to create dimension features along the sides of polygons. Is it possible to generate dimension features (linear dimensions) through SDK for .net by providing dimension beginning, end, and placement points?

Please suggest a solution.
