Hi, Can I upload a "Feature Layer" to ArcGIS online using My Esri public account? If this method does not work, is there a suitable solution?

With a public account, you can upload smaller CSV, GeoJSON and KML files directly into Map Viewer as shown below. You can also reference many layers via a URL.
If you want to upload your data and create a hosted feature layer, you'll need to purchase a subscription. Click the Pricing tab to see the options available to you.
