I am trying to insert a North Arrow from the Gallery in ArcGIS Pro and it gives me the "Unable to Create Element" error. Why is this happening?

I followed a reply in the link you attached. it seems to be a good fix for this error.
I renamed the Layout tab, saved it and then closed Pro. when i reopened the file i was able to add my North Arrow without getting the "Unable to Create" Error

It looks like bad layout. Try creating a new layout/Project and adding it again. You can also refer to https://community.esri.com/t5/arcgis-pro-questions/what-does-quot-unable-to-create-new-element-quot/td-p/652054.
