Turn off scroll lock in layout view?

Can someone tell me how to turn off scroll lock in layout view? When I press the arrow keys on my keyboard, I want the object that I have selected to move, not the entire view.

This would be great if it were supported. In the meantime, Shift+Arrow can be used to nudge items.
