Cached Imagery keeps failing to upload to Portal

Not sure what I'm doing wrong. But I have followed these steps from this help document:

https://pro.arcgis.com/en/pro-app/3.0/help/data/imagery/web-image-layer.htm, but am still getting a failed to publish web layer message, with no code (See screenshot). I'm on a standard license with ArcPro 3.0.4. Any ideas on how to solve this... or do I need to just get a hold of tech support? T.I.A.
