Is it possible to edit a locator without building a new one?
Have you updated the primary/ reference table (without changing the table location or name of the table)? Please check https://desktop.arcgis.com/en/arcmap/latest/manage-data/geocoding/rebuilding-address-locators-in-arccatalog.htm
