Tiled basemaps have poor rendering with missing tiles that may never render. Is there a solution?

Hi Jake,
The performance is far better in a web map, even using the same internet connection. In a web map, the tiles might lag a bit sometimes but all tiles will eventually render. In Collector, missing tiles may or may not ever render unless I pan and zoom around manually, quite a bit.
I’d rather not have to store basemaps on the devices, if I can help it.

Are these basemaps hosted by Esri? What platform are you using Collector on in this scenario?
