Unable to add connection to ArcGIS Monitor Server

I have been unable to create a connection to the ArcGIS Monitor Server (10.8.1). I am using Port 444 and have confirmed that it is open. I am using Mongo DB 3.6. My server is 10.9.1 running on a single machine deployment (for local dev). I keep getting a Token Error. I have sifted through the 3 bullets in the help documentation here: https://enterprise.arcgis.com/en/monitor/10.8/administration/troubleshoot-connection-problems.htm. Does anyone know how to resolve this issue?
