I am using 2.9 and trying to overlay the obstruction surfaces/zones over and around the runway per UFC 3-260-1 figure 4-1 to create a 3d view but can not figure out the correct tool to use in the toolbox. Looks like it only allows for helipads. I do have a 2d kmz file overlay that I imported but when trying to add z data it moves the lines. I am new to this so it may just be user error.

The Unified Facilities Criteria (Aviation) tool within the Airports toolset\>Obstruction Identification Surfaces toolset may be used. The input is polylines for a runway and there is a wing type = rotary that can be used for helicopter VFR runway.
