Skyline barrier can't extend beyond skyline

Hi, I want to create skyline barrier with an enclosed space. But what a pity, I can't get the effect I expected. I've read the help document about skyline document, I found that the skyline barrier couldn't beyond the skyline limit even though I had set the Maximum Radius longer. I need you help, thanks!
