ESRI allows many customizations for polygon and line features, like dashing. But does not allow the same for points. Please allow this without forcing users to convert feature to graphics.
It is possible to add a dashed outline for points.
Add another marker layer from the Structure tab:
Then with that symbol layer selected, choose to Format polygon symbol:
Then set the dash pattern:
