I'm trying to refresh a database through the table of contents and it's telling me

This command is currently unavailable. Refresh disabled.

How do I turn it on?

Alfred - this command is only available for Enterprise Geodatabases.

I believe, refreshing a workspace from Contents pane isn't possible. You can refresh item connections and their content in a catalog view, the Catalog pane, or a browse dialog box.
