Could not open template

When I click on a saved MXD, I get the warning "Could not open template:" When I click o.k. the map opens in layout view and I see no toolbars and no way to add the toolbars.

If there is no way to add the toolbars my guess is your Normal.mxt may have been corrupted. Give this a try:
