HI, what is the maximum level of detail (1: 341 ??) that can be set when downloading a map on a device? It depends about the tile scheme of the base map or is it a fixed level defines for arcgis collector?

I want to publish map on arcgis collecor for off line consulting, the level detail is 1:100.
In first, if i understand, i have to create the appropriate tiling scheme for my basemaps (7 levels 1:100 to 1:30 000) to have the same capability in arcgis collector for downloading.
What is the best configuration for tile (dpi and width) ? it's for consulting on a tab.
After that i create a tile package with this tile scheme on my desktop and transfert to my device.
The layer service have to used the same tiling scheme if i want to export them on arcgis online and create a webmap for arc collecor with the same level detail.
It depends on the tiling scheme coming from the service.
