Create a data browsing widget/window that connects to a catalog or server of data

Is it possible to leverage the Javascript API to create/add a window or widget in an app that would allow a user to connect to a server or catalog location, browse available layers, and pick and choose which layer(s) to add?

I found the LayerList widget but I don't think that is necessarily for connecting to a server and arbitrarily browsing available layers.

If there is no existing widget I may have to create something like this myself.

We don't have an out-of-the-box widget for this. You could probably create something like this as a Web Component, would be pretty handy.
