Pop-Up Organization Order

Question

I have an AGOL map with multiple polygon layers.  Often polygons from different layers overlap.  All layers have a unique pop-up.

I would like to define which polygon's pop-up shows first, and which ones require clicking the button to the right or left.

The order of these pop-ups is important because the polygons represent chronological steps.

Is there a way to define the order of the pop-up "stack?"

Strange, this does not work for me.  Although it sometimes provides the pop-up in the order of the table of contents, sometimes I get other layer's pop-ups first.

Also had same issue but the above mentioned was only fix for me. Could not get anything else to work.

The order of the pop-ups in a map, is based on the layer order in the table of contents.  Moving the polygon layers around will change which pop-up is first, then second, etc.  Outside of that, I haven't come across a way to define an order for pop-ups.
