Arcade Count expression by map extent does not match the total record count

Hello all, 

I have a feature with 820 records. I can see that within ArcGIS Online and the Map Viewer. I have a counter in the Experience Builder which counts the total records in the map extent. Each record has a valid coordinate though the count does not match, see screenshots. What am I doing wrong or how could this be solved?

Hello all, 

Maybe this question needs a little bit more information. I am using a count operator which counts the number of features that are currently visible in the map extent. When zooming in on the map or panning, this amount changes due to the action triggers on the 'map-block'. 

When I do not have these 'Extent Changes' the counter return 820 stages. The amount of records I expect. However, when I turn on the Extent changes action, I will get 539. The count does not change if I zoom out if perhaps some features are outside the location of interest.

What do you guys think?
