Uncheck Use Template box in Default.
Usually the user has already a template for lines to be split.
If the user wants to copy the lines in a different template, he or she can check the box.
At 2.9, the Split into COGO Lines tool will remember the toggle state of 'Use Template' checkbox at the application level.
